The blockbuster policy is coming-from January 1, 2026, the new regulations on the export of second-hand cars will be formally implemented, which will completely reshape the pattern of the second-hand car export industry, and for car dealers operating in compliance, it is a golden opportunity to seize overseas markets!

The Ministry of Commerce has clearly defined the core regulatory requirements: second-hand cars that have been registered for less than 180 days must issue an officially recognized "after-sales maintenance service confirmation" before they can go through export customs clearance procedures. The core goal of the new regulations is to crack down on the illegal chaos of "new cars forged into second-hand cars for export" (0km second-hand cars), standardize the market order from the source, and let the truly qualified second-hand cars go out to sea smoothly.

The country has already laid out the standardized development of the second-hand car export industry. Since the launch of the second-hand car export pilot work in 2019, after years of exploration and improvement, the scope of the pilot has been gradually expanded to more than 30 core cities across the country. In order to further reduce the export cost of car dealers and improve the efficiency of customs clearance, the customs department continues to optimize the customs clearance process and greatly shorten the inspection and release time; at the same time, the relevant departments have also strengthened financial support and launched targeted credit, insurance and other supporting services to open up a "green channel" for the export of second-hand cars ".
