As reported by TASS on December 11, citing sources from the Eurasian Economic Commission, member states of the Eurasian Economic Union have reached an agreement to grant tariff exemptions on electric vehicles imported into Armenia, Belarus and Kyrgyzstan, effective from 2026.
Quantity Restrictions：This tariff exemption program imposes limits on both vehicle types and import volumes.Belarus is entitled to import a maximum of 20,000 pure electric vehicles thatqualify for duty-free status.For Armenia and Kyrgyzstan, each country may import up to 15,000 units of either pure electric or hybrid electric vehicles under this preferential policy.
Vehicle Usage Restrictions：Vehicles eligible for tariff exemptions are reserved exclusively for permanent use by citizens with permanent residency in Armenia, Belarus, and Kyrgyzstan.Additionally, transferring these vehicles to any citizens or residents of Kazakhstan and Russia is strictly prohibited. duty-free hybrid electric vehicles imported into Armenia and Kyrgyzstan may not be transferred to residents of Belarus.
The Eurasian Economic Union (EAEU) functions as a customs union comprising Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan.
Andrei Slepnev, the EAEU's Trade Minister, noted that the tariff exemption measures have yielded positive results since their implementation in previous years. It is expected that these measures will continue to drive the growth of the electric vehicle market and charging infrastructure across the Union, while increasing the share of eco-friendly means of transport within the EAEU.
