Core Points of the New Policy
(Effective by the end of January 2026, no transition period)
New Vehicles:Only officially authorized institutions are eligible for import. Independent dealerships and non-official vendors are completely prohibited from engaging in new vehicle imports.
Used Vehicles:Non-official vendors are restricted to selling used cars that are over 3 years old. Individual imports, however, remain unrestricted.
Critical Update
The new regulations have not been officially released yet. There are doubts in Belarus over whether they will actually be implemented. But Kazakhstan has already tightened restrictions on new vehicle imports, and it is highly likely that the whole union will follow suit.


Immediate Actions to Take
1.Hurry to partner with officially authorized agents of the Eurasian Economic Union and sign formal contracts-this is the only way to secure your new vehicle business channels.
2.Stock up on used cars over 3 years old in advance. Prepare all vehicle registration, maintenance and transaction records to ensure smooth customs clearance.
3.Keep a close eye on official websites for the formal release of the new regulations. Revise your contracts immediately once the rules take effect, with clear clauses on customs clearance responsibilities and compensation terms. Otherwise, all in-transit orders could end up falling through.
The Eurasian Economic Union's oversight of imported vehicles will only get stricter. Non-official vendors should forget about selling new cars altogether.
